Does anyone remember a movie where a kid with no hair put some wierd paste on his head?

The stuff he put on his hair worked but then his hair grew too fast. He had to have someone in school behind him cutting his hair. There was a scene early in the movie were he is wearing a wig playing soccer and some bully ripped it off. That's all I can remember other than it was from the 1980s
