You might also be thinking of "The Time Machine," by H.G.Wells. The time traveler is taken to a planet where people are divided into 2 groups, the above-ground, peaceful group, and the underground, cannabalistic group. This underground group actually controls the other group, and summons them periodically to line up and come underground where they are processed into food for the cannibals. None of the above-ground group ever lives beyond their 20's.
